TikTok Shop for Small Businesses: Setup, Fees and Rules
TikTok Shop lets people buy your products inside the TikTok app, from videos, LIVE streams and a shop page, without visiting your website. It can be a real sales channel for a small brand, but it comes with its own sign-up checks, fees, shipping deadlines and an account score that can limit what you are allowed to do. This guide walks through each of those using TikTok's own seller pages, with a focus on US sellers.
What TikTok Shop is
TikTok's guide to selling on TikTok Shop describes it simply: it "allows brands, creators, and retailers to sell products directly inside the TikTok app." When TikTok launched it in the US in September 2023, it listed the places products can appear:
- Videos and LIVE: people can "shop tagged products directly from videos and LIVEs in the For You feed."
- Shop Tab: a marketplace inside the app where customers can search for products and promotions.
- Your profile: once your TikTok account is linked, your profile shows a shop page "where customers can browse your full product catalog."
- Creators and ads: an affiliate program that pays creators commission to promote your products, and Shop Ads to promote them yourself.
The order, payment and customer service all happen through TikTok Shop's Seller Center, not your website. That is the main difference from TikTok ads that send people to your own site.
Is it right for your business?
TikTok Shop suits physical products that are easy to show on camera and that you can ship quickly. It fits less well if you sell services, made-to-order items with long lead times, or anything on TikTok's prohibited list (see below). Before you sign up, ask:
- Can someone in the business film short videos or go LIVE regularly, or will you rely on creators?
- Can you meet a two-business-day dispatch deadline on every order?
- Do your margins still work after TikTok's fee, shipping and any creator commission?
- Who will answer customer messages and handle returns inside Seller Center?
It is also a separate store to run. Your website, your Shopify or WooCommerce shop and your email list remain the channels you control.
Who can sell and what you need
TikTok Shop runs separately in each country. TikTok's seller site says "just sign up for each region you'd like to sell in, since TikTok Shop operates locally in each market," and its region menu lists seller sites for the United States, Mexico, Brazil, several Southeast Asian markets, Japan, the UK and a number of EU countries.
For the US, TikTok's registration guide offers three account types: individual seller, sole proprietorship, and corporation or partnership. All US sellers must be at least 18, be a US resident, provide a government-issued ID and give a US business address. You will also need:
- tax details: an SSN or ITIN for individuals, or an EIN for registered businesses;
- a phone number and email that are "not already associated with another TikTok Shop account";
- a bank account for payouts;
- documents as PDF, JPEG or PNG under 10MB.
TikTok's shop set-up page adds that "all U.S. sellers must submit a W-9 form and electronically certify it." Use the same legal name and address on the ID, tax details and bank account.
Setting up the shop
TikTok's US seller FAQ on seller.tiktok.com gives five steps:
- Click "Start selling".
- Create your account with an email, phone number, TikTok account or another login method.
- Verify your identity or business and upload any required documents.
- Set up the shop: shop name, warehouse or pickup address, and the bank account for payouts.
- List your products, one by one or by connecting an existing catalog.
Two details from the set-up page are easy to miss. Warehouse and return addresses are checked, as "the system verifies USPS compatibility." And "you must link your official TikTok account to your shop" before you can tag products in videos and LIVE streams. On the UK site, TikTok says approval of an application "may take 2-3 days".
Each listing needs at least a name, category, price, stock quantity and one good image, according to TikTok's listing guide, which suggests titles in the order brand, product, use, type and key features. Product data done well here is the same work as for Google Shopping, which our e-commerce launch checklist covers.
Fees and payouts
The US seller FAQ says: "There is no setup fee to join. However, TikTok Shop charges a 6% commission on each sale." TikTok calls this the referral fee. Its referral fee article explains that the 6% rate started on April 1, 2024 and that the fee "encompasses all TikTok Shop fees, with the exception of shipping and tax fees." It is worked out as:
Referral Fee = Referral Fee Rate % *(Customer Payment + Platform Discount - Tax)
TikTok's fee table by category lists most categories at 6%, some jewelry sub-categories and pre-owned items at 5%, and notes that "the Referral Fee calculation base includes the shipping fee paid by the customer." Rates have changed before, so check the current table in Seller Center for your category before you set prices. In the UK, TikTok's commission fee page gives a rate of 9%, including VAT.
On refunds, TikTok returns the referral fee minus a refund administration fee of 20% of that fee, capped at $5 per SKU since May 15, 2025. Payouts go to your bank account after orders complete and return windows pass, once the $1 payout threshold is met. On top of the referral fee, budget for shipping, packaging, returns, any creator commission and ads.
Shipping options and deadlines
TikTok's logistics guide describes three options:
- TikTok Shipping: TikTok picks the carrier (USPS, UPS or FedEx) and handles tracking updates; you pay standard shipping fees.
- Seller Shipping: you manage carriers, labels and tracking, and carry logistics and return-to-sender costs.
- Fulfilled by TikTok (FBT): per TikTok's FBT page, TikTok "handles storage, packing, and shipping for you," with 60 days of free storage for each inbound shipment. TikTok's pages differ on access (one says invitation only, another says apply in Seller Center), so check what your account shows.
If you ship yourself, the Fulfillment Policy sets the pace for regular orders:
- marked In Transit within 2 business days of Awaiting Shipment;
- auto-cancelled if tracking is not added within 5 business days;
- marked Delivered within 6 business days.
Business days exclude weekends and US federal holidays, and TikTok "may take additional enforcement actions" if more than 10% of orders miss the dispatch deadline. Plan stock and staff for this before your first video goes out.
Product rules and account health
The Prohibited Products Policy bans "illegal, unsafe, counterfeit, recalled, or regulated items," and states that "alcohol, tobacco, nicotine products, e-cigarettes, and functional smoking and vaping accessories are prohibited." The Product Listing Policy adds three rules that catch small sellers out:
- no listing may call a product a dupe, fake or knock-off;
- no duplicate listings for the same product;
- no attempt to redirect customers off TikTok Shop, "including but not limited to QR codes, website links".
Breaking these rules affects your Account Health Rating, a score from 0 to 1,000. Every seller starts with 200 points and earns more for completed orders. Penalties start as points fall: at 150 a shop may be unable to create new listings for 7 days, and at 0 "the seller's account may be permanently deactivated." TikTok also shows a separate Shop Performance Score from 0 to 5. That score does not trigger penalties itself, but it decides access to some features, such as the affiliate program.
Creators and Shop Ads
TikTok's Affiliate Marketing Policy calls it "a commission-based relationship between sellers and the creators promoting their products." You can open products to all affiliate creators, invite specific creators, or set one commission rate for the whole shop. To take part, your Shop Performance Score "must be 3.5 or above." TikTok does not publish a typical commission rate. Set yours from your margin, and agree in writing what each creator will post.
For paid promotion, TikTok's main Shop Ads format is Product GMV Max, "an automation solution for TikTok Shop Ads that optimizes for your TikTok Shop's total channel ROI." It runs across the feed, search, the Shop Tab and TikTok's ad network, and it includes authorized affiliate videos of your products. According to TikTok's set-up article, you need a TikTok Shop connected to your Business Center, and you set an ROI target and a daily budget. Its guidelines limit GMV Max to one ad account per shop, which must be the primary ad account set in Seller Center. Our TikTok ads guide covers Business Center, objectives and the Pixel.
Connecting your online store
You do not have to keep two catalogs by hand. TikTok says its shop set-up "currently supports integrations with several major e-commerce platforms," naming Shopify, Rithum and Salesforce Commerce Cloud. For Shopify, TikTok's Shopify page describes a free channel app, and the TikTok app listing says it lets you "manage TikTok Shop orders and inventory within your Shopify admin." On WooCommerce, the TikTok for WooCommerce extension mainly covers the catalog, Pixel and ads. Its FAQ says TikTok Shop sellers can connect, but TikTok's own set-up page does not list WooCommerce, so test order and stock sync before relying on it.
Whichever route you use, decide which system holds the stock count. Selling the same item in two places is how overselling happens, and overselling leads to cancellations.

Can I sell on TikTok Shop as an individual?
In the US, yes. TikTok offers an individual seller account for people selling under their own name, who must be at least 18 and a US resident. Sole proprietorships and corporations or partnerships have their own account types.
Can I link to my website from TikTok Shop listings?
No. TikTok's Product Listing Policy says not to include anything that redirects customers off TikTok Shop, including QR codes and website links.
